Dr. Barna Miskolczi is a distinguished criminal lawyer and prosecutor, well-known for his pivotal role in the codification of Hungary’s Criminal Code (Act C of 2012) and Criminal Procedure Code (Act XC of 2017). He currently serves as the Head of the International and European Affairs Department at Office of the Prosecutor General of Hungary and has been active as a professor at several universities.
Barna began his legal career as a prosecutor trainee in 1996 at various district prosecutor’s offices in Budapest. By 2004, he joined the High-Profile Cases Department at the Chief Prosecutor’s Office, focusing on large-scale international financial and economic crimes. From 2012 to 2014, he was Chief of Staff to Chief Prosecutor Péter Polt and later directed the codification of the Criminal Procedure Code as Deputy Secretary of State at the Ministry of Justice. Since 2020, he has led efforts to address the harmful effects of digitalization through criminal law.
Academically, Barna earned a PhD in law with summa cum laude honors from the University of Pécs in 2019, and he holds a specialized degree in EU Law. He has lectured at institutions such as the National University of Public Service and has been a visiting professor at the Shanghai Academy of Social Sciences. His research focuses on European criminal law and the legal implications of artificial intelligence. He is a member of numerous academic boards and editorial committees and has received prestigious honors such as the Knight's Cross of the Hungarian Order of Merit (2012) and the Kozma Sándor Award (2018).
